European Year of Disabled People: Don’t miss the bus
2003 is European Year of Disabled People.Many people may not have noticed yet. After all, most days, weeks, months, years and even decades get labelled with some deser ving cause, either by the United Nations or European Union, or some special interest or other. It is easy to be s c e p t i c a l about consciousness raising and logos and get-togethers which make bureaucrats feel good about themselves, but do little for the people whom they are meant to serve. So what’s it all about?The European Commission has set aside 12 million Euro to recognise the European Year of Disabled People 2003. The EU and UK government are spending £2.3 million in the UK to support the European Year.The aim is to “Promote Rights and Participation”, with sub themes covering awareness, participation and advocacy. Prioritising disability rights is certainly overdue for Europe. There are over 37 million people with disabilities in the European Union. With an ageing population, and EU enlargement, this number will only increase.In every country, disabled people are amongst the poorest of the poor, and documentation of human rights abuses by the UN and Disabled People’s International reveals a catalogue of neglect and exclusion. Central to the European Year of Disabled People is “Get on Board”. Starting in January in Athens, a specially designed bus will travel through the 15 EU member countries, with disabled children, their friends and allies accompanying the bus on its journey. The disability community in each country will organise events along the bus’s route. Besides the bus, there will be thousands of activities which will get disabled and non-disabled people on board for the Year : street festivals, competitions, demonstrations and much more, taking place in towns and villages throughout Europe.
